MARCH 20, 2004 MINUTES

Board Members Present: Louie Miller, Tim Hill, Dave Vanderwalle, Tim Pittman and
Darren Schmidt

Other members Present: Richard & Joyce K., Bill Christie, Joel Brooks, Victoria Alameida, Richard Estes and Robin Shirshac.

Meeting to Order: 10:00 a.m.

Abandoned Cars: Bill Christie talked with James Isa (county person) and was told the county is resuming picking up abandoned cars this month. If you know of any cars let Bill know. Kelley is checking with the new people on road 14 to see if the cars by their house is theirs or abandoned.
If cars are in the roadway the board has a policy in place in which we could tag them, give them 30 days to remove them, if they do not move them the board could have them towed and file a small claims lawsuit against them, if the owners are known to recoup our towing fees.

Neighborhood Watch: Board needs to have a written program (guidelines) in place. Once the program is written the neighborhood watch volunteers must sign and be subject to their terms. Louie contacted three other subdivisions to see what their procedures are and will draft a written program.

Park Report: Dave called Kevin Kelly about finishing the BBQ pit. Kevin will furnish the board with a picture of what it should look like.
Some other ideas for park donations are to make a basketball court. Put in more big rocks to keep people from driving on the grass. If we use rocks we will need a backhoe to move them. It is happening every week. They are also banging on the building and doors trying to get in. Louie mentioned that a couple of years ago they talked about putting in a chain link fence.
Kelley and Dwayne put in doors and finished putting in the sheetrock. Probably one more day and the plumber can be called to finish his part and than call for an inspection.

Volunteer Fire Dept.: Dave Vanderwalle is a member of our volunteer fire department. No fire calls this month the old fire truck in the building has about 2 more days worth of work (painting etc.) and than it will be removed.

Road Report: Perry�s truck has been out of commission and has not spread any rock this month. Hopefully it will be back up and running this month. When his truck is back on the road we will spread two months worth of rock.
Kelly mowed road 6 and Ahi. Louie made a motion to allocate $2000 to continue roadside mowing for the next 6 months. Motion was 2nd and passed.

Victoria said she is in favor of speed bumps; Andy and Dave are going to research speed bump costs and installation and report back at the next meeting. The maximum speed for speed bumps is 30MPH. The county suggested the speed to be 15 to 25 MPH in the subdivision.

Old Business: There is a possibility that the people cutting a trail will chip in monies to cut down the trees out front by the rock wall.
Line painter, Louie is going to take the machine in to find out if it can be fixed.

New Business: Shac suggested putting down rock by the rock wall so people can pull off the road and read the bulletin board.
When Kelly mows the roadway he will write down where debris is and we will have someone with a pickup go around and pick it up.
Dave suggested paying someone to clean around the corners so cars can see when turning onto the roadway.
Louie made a motion that we allocate $40,000 for road paving it was seconded and passed. Pave approx. 250� on Ohia to stop at Kahikopele approx.$2800 and pave approx. 200� on Palainui in front of Kolea St. approx $2300. Tim Pittman is going to go around the subdivision and find where paving is needed.
Kopua Farm Lots are thinking about helping out with the front road keeping it clean and mowing the sides.
